What is the difference between a gtx 1060 that says it has a a core clock of 1.59 ghz and a 1070 ti that has a core clock of 1.61

the 1280 cuda cores on the 1060 are clocked at 1.59 Ghz, and the 2432 Cuda cores are clocked at 1.61 for the 1070ti. That is what core clock means.

Just a measure of how fast the individual cores are. More is generally better, as long as they are in the same generation (say, the GTX 10 series for example.). GT 1030 does not count.

For GPUs you have to look at the number of shader cores it has and the core clock, not just the core clock, to compare performance.

 

Though you can only cross compare between the same GPU family. So you can't use this trick between NVIDIA and AMD GPUs, or even between generations of GPUs (usually)
