I agree with everyone else in the thread, you're not giving enough information for anyone to help you really. Performance is pretty general thing to say. Do you mean gaming? Do you mean a workstation? If any of those, what games is your brother wanting to play? What work would he be doing? Editing? Rendering?

Also, I'm going to take a guess you're in the United States but you still need to give more info if you're asking for help

I would actually disagree with all the ryzen recommendations. Intel is generally now better in premiere with iGPU acceleration and pro tools recommends against using amd.
