Computer suddenly running games bad, gpu is a 4% usage.

One day I decided to hop onto CS:GO, but when I got in game I looked up in the top left corner at my fps counter and it says 35. (I usually run the game between 125-200 fps) so I then opened task manager and it said that my GPU was running at 4% and my CPU was at a similar number. Anyone know what is up and how to get my frames back.

Yes.

Did power plan get changed by you or Windows itself -most likely after Windows updates itself.

Also did you update your graphics card driver or fall back on the driver recently?
