whatever fits and is the cheapest:

get another 8 gigs of the same memory.

get a 1070 ti, I would recommend the following:

MSI duke.gaming (x), titanium

EVGA SC, FTW, ICX

ASUS ROG STRIX

Gigabyte windforce, GV, aorus

 

Don't get a blower style exept if you're working in a really small case (mini itx or something, and even then).

That would be enough to play 1440p ultra

Save up and get yourself some  LL-120's or the new TT's :)  you will have them for the life of the fans and you can customise them to suit any case theme.

1070tis seem to be alot more expensive than 1070s on amazon.. how much more performance will I get out of a ti?

A overclocked 1070 ti is equivelent to a 1080, so quite much
