So let me help you - what monitor, and have you set Windows 10 power plan to Performance?

I only have like 10 minutes before my wife is going to tell me to get off the PC lol

So reinstall Win 10, fresh drivers, game etc, that's what I would do to completely eliminate any outlier issues. :)

Ok thanks im gonna do it now :)

This will be my guess before I would say its a software issue and you didn't reinstall windows 10 with this CPU and mobo change (watermark, so didn't activate or didn't reinstall) - next thing I would say is reinstall Windows 10, clean drivers etc.

he already had the problem with the gpu with the old cpu and mobo.

Except on a game that uses a lot of threads you went sideways like said above with the CPU upgrade.

Are you using v-sync? capping the gpu to 60fps? you will force the gpu to coast.

Correct - about the problem with old mobo and CPU - he didn't reinstall anything.  Which is normal for Windows 10 on swaps now-a-days which caused his watermark to show (linus does a video on this).  So that leads me to believe that before I can say its a software problem (drivers already installed on the bad install that may have been the original problem to begin with) he needs to tell me what his monitor is (the same direction you are heading but 1 post above your re-quote - did you read?)

So yes, I questioned his monitor first which he refused to respond to me about.  Because those were the questions Id ask next :) (vsync, hrtz of monitor etc)

probably got a 60hz monitor and capped the fps or used vsync not to have insane screen tearing. Because this was already happening with old harware. That's my bet.

My bet is he isn't a power user - so he didn't select MORE DETAILS on the task manager, which would expose his Details tab (its greyed out in the Less Details Version no matter what) which would give him access to set Priority - Ive never seen UAC take away priority permissions even when I had UAC in complete control.  But then again could be a first for me!

Possibly.

Probably easier to use an alternative task manager besides the one that comes with Windows in that case anyway:

https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer

UAC can take away permission based on the level of the user account: local, administrator, ect. at least from what I have seen.

Then again I have seen some strange things in my time.

UAC is a convoluted mess on my systems but then again it is a custom build.

The constant repetition dialog box 3 times during the same install, running a program or running a game and even then the yellow and blue shield remain on the icons making me at least have to "run as administrator" and then get the dialog box again -if it event launches at all this time round.

Furthermore setting the UAC to the bottom of the slider does not help nor remove the atrocious blue and yellow shield.

In my opinion -though certainly not for those who don't know what they are doing or want it gone -its better to be rid of it:

Quote

Windows Powershell ISE x64:

Set-ItemProperty -Path "HKLM:\Software\Microsoft\Windows\CurrentVersion\Policies\System" -Name "EnableLUA" -Value "0"

After...
Input the "Take Ownership" on each folder of each hard drive -can take awhile on big hard drives still... Once done... Bingo! 1 click or double click launch has returned with no more bloody hassle.
