Borderlands pre sequal wont save on windows 10

So I'm running borderlands the pre sequal on windows 10. I played it a bit back in 2017 and then stopped. I got a new PC this year and re downloaded the game off steam and played like 2 hours yesterday. I saved and quit. When I logged back in today my progress since yesterday has been deleted (I started off again where I stopped in 2017 when i logged in today).

 

On the borderlands launcher, when I try to change the settings, before launching the game, I get this error (picture).

 

I really dont know what to do. I did find a solution where I had to run cmd as admin and do something with the directory, but that didn't work. Anyone else had this problem and can help?
