Depends how much $40 is to you, if you want to take a gamble and roll the dice go ahead but this is a pretty clear red flag.

It is definetly a scam. Very common for hackers to take over ebay accounts that have a little bit of reputation but arent active, they then create new listings (usually with stock images as seen here) for tech items for very cheap. You should be covered by money back guarantee but this is an obvious scam. Sometimes an account will have a lot of reputation, but you'll see like 15 new listings from them with low priced tech items, a clearly compromised account.

 

You can see this seller is a low priced tech item, okay reputation, but with no other listings or any feedback in the last 12 months.

There are countless red flags going up.

  • Price is way too good to be true.
  • The seller has absolutely zero feedback in the last year.
  • The seller's previously sold items are totally unrelated.
  • It's the seller's only item currently listed for sale.
  • The item description has no effort put into it (it's just a copy-paste).
  • It says delivery may take more than an entire month (which is especially strange since it is apparently shipped from the U.S.).
  • A single picture and is basically from google images.

I wouldn't place my bets on this being legit. Even though Ebay and Paypal will cover you, it may take a very long time (even up to a month) to get it all sorted out and your money back.
