2990wx Build Bottleneck

I am looking to build a new desktop using a 2990wx with 128gb ram.

 

The workload consists of running multiple instances of a program in parallel. My main question is if this is a good fit for my workload. I am currently running 2 other computers doing the same workload.
~90% CPU usage and 56GB RAM on a 1950x. (42 instances)
~90% CPU usage and 31GB RAM on a 1700x. (28 instances)

 

I would ideally want about 40-60% more performance out of using a 2990wx for a new system. 

 

System price before cpu and ram: 800€
Total price with a 2950x and 64GB: 2050€ 
Total price with a 2990wx and 128GB: 3150€

Basic config: 
Case: Inter-Tech 4u 4129N +some rails
PSU: 750w RMx
GPU: A spare GTX 680 that I had left over
Heatsink: Enermax LiqTech TR4 240
Motherboard: ASRock x399 Taichi
SSD: 970 EVO m.2


What I would like to work out is if I would have issues with the memory bandwidth if I used a 2990wx. From what I have read, that is the main cause of workloads not scaling as well.

Any other suggestions for the hardware would also be welcomed. 
A normal heatsink could be nice but it would need to fit in to a 4u case.
I also have not looked to see if there are better motherboards out since gen 2 threadrippers were released.

It would probably be at stock or slightly overclocked. It will run 24/7 in a server rack by my desk so it would be hard to keep it very cool.

I'm more worried about the power supply, but at stock it's fine.

 

The problem with 2990wx is that some cores dont have direct access to memory, which means some of your VMs can run noticeably slower than others. If they are working in things dependent of other VMs, then it will suck.

it does. but its picky with memory none the less. some that should work dont. its been mention more then once on you tube reviews and site reviews
