I have an old dell latitude e6410 with an i5-460m that I use for college.Is it worth upgrading the cpu to an i7 620m?  (its the max cpu supported since I have the integrated gpu model)

tbh I dont have any problems with browsing the internet, doing home work, coding etc. What I want is to play some older titles in it when I am on trips and cant use my desktop. Is the performance boost i'll get with the i7 even worth it? They are like 30 euros on ebay, which is not that bad, but dont really feel like wasting them for nothing.

No, this is the first generation of 'core i mobile' CPU's and by todays standards they are very slow. I'd start looking for a new laptop, you know something a bit more powerful.

It wouldn't really be that significant of a jump in performance. IMO you're better off saving those euros for incidental repair or eventual replacement.
