Problem:
Computer won't charge

Already updated as of an hour ago, latest

Solutions attempted:

New battery(third party battery, tested on another similar laptop), full reset, bios update, new hard drive, fully plugging it in.
PSU:
45 watt dell wall charger, another, nicer, charger was used as well. Also different outlets and places.

Sadly, this can and does happen with third party batteries & chargers, with first party batteries that have worn out, or first party chargers that don't provide adequate wattage, or with laptop motherboards where the charging circuitry has worn out. Your best bet is to test the laptop using an OEM battery directly from Dell or a similar enough model of laptop and the OEM charger that came with the laptop, or again, an equivalent OEM replacement.

 

My neighbor went through 3 third party batteries for his Dell Inspiron 1525 quite a few years back, finally getting the 3rd battery to properly charge, but only with the original Dell adapter. (The secondary charger in his shop was also Dell, but for a different laptop model, and thus would not charge his laptop.) Another friend who purchased an original HP battery directly from HP also could not charge it because the actual motherboard charging circuitry was defective after 6 years of ownership.
