Is a 450w psu enough wattage for a pny xlr8 1070?

Depends on the PSU.

 

450W is EASILY enough, you can run an extreme edition and a GTX 1080ti on a 400W PSU.

I mean, probably. I wouldn't though. It'd be real close. Most 450W psu's are poor quality, so it's not even necessarily the wattage itself, it's that you're running close to max wattage on a suspect power supply. PSU's are one of those things where if it blows, it can take other components. I wouldn't risk it personally.
