So as of now I'm tired of my i5-7500 right now its very limited to what it can do since I play a lot of open world games such as ghost recon ,eso,. And strategy games like rome and warhammer . Also including alot of battlefield games . I have ran into the 100% CPU load issue where I can't get a steady frame rate anymore or even over clock to help the load . Right now i'm running a gtx 980ti sc+ with 16Gs of Ddr4 2133 hz  mem and  a evga  600w psu .1080p and I live in the US  I mostly game BTW . Which one should I buy and why?

I'd personally wait for the 9th gens, but I'd take take the i5 8400 for gaming, unless the 2600 is a quite a bit cheaper.

 

If you overclock, you could probably get the cheaper 2600 to i5 8400 speed.

Not if you don't go overboard on it to the point where your cooling solution can't handle the OC.

Ryzen 2600's are a great value but so are the i5 8400 and i7 8700k. However, if raw increases in FPS is what you're after, you may want to go Intel, since a Ryzen 2600 is likely to get you the same FPS numbers as you're already getting with your i5. Check out some YouTube benchmark videos before you decide. Bear in mind that an i5-7500 is roughly equivalent to an i3 8100 and that a 980ti is about the same as a gtx 1070 performance wise. A good upgrade for you might be to replace your i5 7500 with an i7 7700k if you dont want to replace your motherboard. Also, you didn't say what resolution you game at, 1080p or 1440p.

motherboard is no problem and 1080p 

I looked at them but the over clock to 4.0 looked nice to equal the 8400 in fps and the i7s cost over 300$ which I wanna save a bit plus if I get a 7700k I need a z270 motherbord also

Well you're looking at around $400 to replace cpu + ddr4 3200 + mobo with either the Ryzen 2600 or an i5 8400 at a minimum. Knock off about $150 if keeping your ram, so that would be $250. No bad choice with either. Some would say 2600 is more future proof.

Get a 6700 or 7700 used, for about $200. Doesn't require a mobo change.
