Hello I have a friend who has an AMD A10-9700 for some light gaming and needs some more graphical power, just a bit. His question was, if he was to upgrade, should he get another stick of ddr4-2400 to make it dual channel, or buy a Nvidia GT 1030?

What is his budget? 1030 is still a few models behind. That card is fine but it will not do so well with certain titles.

This greatly depends on his current setup, his budget, and what he plans to do with the system.

graphics card will perform much better than adding memory to an APU. 1030 does seem a bit low-end though. why not go for a 1050

The best option would be to go for the Ryzen 3 2200G, only if he could update the BIOS on his motherboard quickly, however if that's not an option a GPU would be best, but the 1030 is pretty craptastic and its better to save up for at least a 1050.

He plays E-sports titles like rocket league and cs-go and maybe some fortnite, at a res of just 900p. I knew that he would get more performance with dual channel ram but not sure the performance difference between that and a gt 1030. I suggested a gtx 1050 but he is very budget orientated to the point where it is hard to find performance for that cheap. I thought about older more high end cards but he really doesn't want to upgrade the PSU. As far as the 2200g goes, 8 gigs of 2400 MHz ram is kinda on the slow side of things for that generation.

Ram speed is not always that important. As an example I was running title like Kingdom come deliverance, Vermintide 2, Mechwarrior Online, PUBG quite well with DDR3 1066 mhz. Originally i had 6 gb (3 x 2gb) and it wasn't enough to make PUGB fluid. I upgraded with an extra 12 gb (3 x 4gb) for 18 gb total. Now PUBG uses 14-15 gb ram according to process explorer. So i was indeed low in quantity.

IIRC, esports titles are usually geared for esports title. But since you mentioned Fortnite, you might actually consider using a video card for  that games.
