SSD: 970 EVO 250GB vs 860 EVO 500GB

Both cost roughly the same.

Which is the better investment?

Is there a significant difference in performance using the 970 over the 860? Or is it not worth the storage difference?

On paper there's a huge jump, but in practice it wont be noticeable in 95%+ use cases. Basically wasted performance

Most people including myself here will recommend the "slower" speed but higher capacity drive.

860 EVO for sure, you won't notice a difference with the 970 unless you're dealing with very big files, like 4K video editing or any other professional work.

there's no difference or very very little difference with gaming load times.
