Cooler master V series?

The only one of those that I haven't seen completely sold out is the V8 GTS.

 

I suggest the Thermaltake NiC C5 (the only black and red CPU cooler I can recommend), or the Be Quiet! Dark Rock 2 if you don't care that much about red. Or you could just buy a black heatsink and put red fans on it.

Failing that, just go with a closed-loop cooler that has LED lighting like the NZXT Kraken or Corsair Hydro series.

To be fair, when we're talking closed-loop coolers, they're almost virtually the same as air cooling except in terms of the medium by which they cool. It's not like we're talking a full custom loop.

OP: Cooler Master's V8 GTS meets your criteria. Or, the Dark Rock 2. But it's black only.

That thing is ridiculously expensive for what it is - it's hardly a Silver Arrow. At that point, you really are just paying for looks. If you want a good CPU cooler that fits the black-and-red color scheme criteria, you can't go wrong with Thermaltake's options, or even just buying red fans and a black CPU heatsink separately.

The Phanteks PH-TC14PE comes in a variety of colours (including black, or course) and damn does it look good.

I wanted to recommend that, but it has no red. I wouldn't replace the fans, either, because those are quite good.
