Never seen i5 8400 turbo up to 4ghz

Even when using cinebench sing threaded, and hardware monitor it never hits 4 ghz.

like i've never had temp issues i use an hyper 212x

Even if it's like 3999MHz, it's still technically 4GHz. As long as you're hitting 3950MHz+, there's nothing to worry about. Sometimes when I do a 5GHz Cinebench run, HWMonitor only shows 4993MHz.

i've never see a core go above 3911mhz

That's still fine, it's never going to properly be 4000MHz. Unfortunately if you are still concerned, I have no more options since I find that number fine.

 

This is me on 4.6GHz, it says 4613MHz, so it's fine.

Use CPU-Z for all clock reporting. Even if it's the same readout, it's just a much better utility for CPU/Cache/Memory reporting.

 

Also make sure BCLK is sitting right on 100MHz. Disable spread spectrum if you can to keep it there.

Might not be able to since you've a locked processor. Might as well see if the option is there.
