Using the 97% percentile or whatever metric (basically minimums): is there a bottleneck? Yes. Is it bad? It depends on the game, but it should be able to maintain at least 60 FPS in most titles.

Ryzen will bottleneck iteven more,dont hate i will get the 2600x this week cause its vfm but intel is better for gaming we allknow that.

Then don't get high-end GPU. Or get better CPU. Problem solved. You don't need 1080Ti for 1080p gaming. 1060 or 1070 is good enough. And since GPUs get outdated faster than CPUs, you can even get new midrange GPU in 2 years still no issues on 1080p.
