Here are my current specs:

Intel Core i5-7600k

8GB DDR4 HyperX Fury Black RAM

GTX 1060 3GB

500W Silver EVGA PSU

MSI B250M PRO-VD Motherboard

 

Internet [from speedtest.net]

Ping: 9ms

Download: 241.13 mbps

Upload: 11.73 mbps

 

I want to stream ATLEAST 720p60 smooth, but 1080p60 would be amazing, should I buy a dedicated streaming box, or upgrade, and if so, what should I upgrade to? Any help at all is appreciated!

Sidenote; If you want to request upgrading to an AMD CPU because you think it's a good option, go right ahead, I wouldn't mind!

Processing power-wise, it shouldn't really matter.  The demand is in rendering the game and I assume you'll be playing in 1080.  For it to encode that, vs encode and scale it down, I doubt you'll notice any difference.  Internet would be your main limitation but I think you've got enough for 1080p60.

The H/W-encoder doesn't care, either way. Does your game run at 60FPS in 1080p? If yes, then you can.

Hard to say since NVENC encoder's quality to bitrate scaling isnt very good. 720p 60fps is fine, but I'm afraid that 1080p 60fps streaming will overwhelm your internet upload speed.

No it's not bad, I just mean that upload speed would be more likely to cause a problem than ability to encode, and it would matter more when considering the difference between 720p60 and 1080p60

Can I play with my internet router settings to try and get a better upload speed? I did that for my old internet and it worked by disabling QoS.

I'm fine streaming on 720p60 as long as it's good quality and it won't make me lag in my games.

That's not how it works. Whether the stream will "overwhelm his internet upload speed" depends on the bitrate that was set, not the resolution. You can saturate the bandwidth even with a 480p stream, if you set bitrate to 40Mbps, and you can stream 4K at 200FPS and set the bitrate to 200Kbps -- it'll just look like shit. It's the bitrate that determines how much bandwidth it takes.

Probably not, but like I said I think your connection should be fine for the full 1080p60.  Give it a test run though before going into "production" :P

I did, and I lagged, I was on 720p60, using NVENC, bitrate was set to 2500.

I even tried 720p30, still lagging.

Twitch, for example, recommends a 6Mbps bitrate maximum and since you have 10Mbps+ you should be fine. Whether the quality is up to your standards is a matter of taste, however -- if you want better quality, you can later on upgrade your system or get another PC to do the encoding for you, but for now, you can simply try how it looks to you when using NVENC. I mean, do you lose anything if you give it a try?

That would depend on the software you're using.  In OBS, it's under the "encoder" dropdown under "Output"

That's not what I meant. What I'm trying to say is that bitrate needed for good looking 1080p 60fps streaming could need a bitrate higher than the upload speed, because NVENC encoder doesnt compres files well, i.e. incapable of giving good quality in a small-enough size

And you confirmed that the local recording was fine?  Just need to make sure you know where the issue is - actually recording, or just uploading.  If it really is an upload issue, that's strange, I can't imagine why.  You weren't trying to watch the stream while you were uploading were you?  I would stream then watch the recording on Twitch's servers.  That said, you should be able to watch it at the same time without issue but you never know...

Eh, 6Mbps bitrate 1080p60-stream with NVENC looks quite acceptable to me. The OP claims he has 10Mbps+ bandwidth, so 6Mbps-stream should be fine. Also, like I said, whether it looks good to his eye or not is up to his tastes.
