Low frames on Battlefield 1?

I'm running an i3 6100 and a RX470, and seem to be getting pretty poor performance on battlefield 1 at 1080p low/medium settings. The RX470 and i3 6100 have both been benchmarked to achieve solid 60+ FPS on Ultra settings, so what is preventing me from obtaining such results? Are there certain settings that really impact frame rate that I can turn down/disable? BTW I get a very consistent 60-70fps at medium settings in PUBG, so I expect BF1 to perform better

on low-intensity maps, they range from 40-50, and on the higher intensity maps its usually around 30 with heavy stuttering
