I was planning on using some 70% ethanol for removing thermal paste from my CPU. Would this be safe?

Both are non-conductive, plus they are highly volatile and polar, so you'll get rid of it easily by letting it dry and it'll dissolve thermal paste better than water

No. Pouring vodka on your cpu is not a good idea.
