Loud/malfunctioning gpu fan, can it be turned off?

As long as you're fine with the temps, yeah you could do it. 

 

Instead of snipping however, go and pull the fan plug from the GPU board in case you want to reattach it later.

One (of the two) gpu fan does not work properly, as in it cannot hold a certain rpm at all, so it just fluctuates a lot, and is much louder than usual alongside that. The other fan seems to be fine, however, is there a way to completely shut off the one fan without cutting its wires? (Going to watercool it to keep temps and single fan rpm low). Gpu is an Asus gtx 980 poseidon.

If one fan does the job of cooling, you can unplug it from the GPU board, a 2 or 3 pin header, or with software, though that might interfere with the other fan.

If unplugging the fan causes temps to rise too much, you may want to look into an aftermarket cooler.
