PC won't start!

i totally forgot that you mentioned the specs haha - as stated earlier a psu can cost a bit if you want the best but most can be brought quite cheap, here is a best buy one (not the best) - https://www.bestbuy.ca/en-ca/product/coolmax-coolmax-500-watt-computer-power-supply-14805-14805/10213793.aspx? but is extremely cheap especially if that is all that is wrong with it (from what it looks like psu is the issue)

I've ruled out the PSU. It's fine, I tested it and everything works. I think it's the cpu that won't boot yet i don't know why. Any help?
