PC won't start!

Well the fans of my pc do a quarter turn and turn off if I hold down the power button they will do the same thing over and over again. Any help? Watch the video below to see what happens.

 

specs: 

GPU: AMD Radeon HD6900 Series

 

CPU: AMD Phenom ii x4 965 clocked at 4.4ghz with water-cooling*

 

RAM: 8gb DDR3

Check all the power connectors on your motherboard/ graphics card and make sure theyre fully inserted

Might be a power issue.

 

If the issue was related to hardware like CPU, GPU or memory, it should boot and at least give you some beeps indicating the issue.

Seems to me like the MB is either fried or not getting enough power.

buying a new psu would be the only fix unless there is a repair shop that can fix it cheaply (my PSU cost like $60 and it was to replace the broken one in my computer a year ago) if you watch the video you can see the fans in the psu move only slightly and then stop (a lot less than everywhere else) although it could be connections thats the issue, triple check them and if they are all properly connected than a new psu it would be

Well it was he exact same as a year ago when the PSU fan barely moved but the rest of the fans moved a little bit. I don't remember what I did but I somehow fixed it and it worked for a year atleast. Has been unplugged for a month or two now.

maybe there is a buildup of dust in the PSU that is stopping movement

not sure what to do right now. Like I have no idea. I'll check to see if that's the case which I don't think it is, but if there is a buildup of dust wouldn't that only stop the fan? Not the whole system?

if the fan refuses to work the psu wouldn't register the cooling therefore it would top sending power through to stop overheating/fires, at least that's my understanding

Ok, I found my air canister but now im wondering what's the easiest way to clean it? Taking it out? Or leaving it in and shooting through the top of the PSU.

i would just shoot through the top of the psu but it would be best to take it apart and clean it properly, depends on how much time you have to spare

I've got a ton of time I've never taken one apart so I should probably figure out how first?

yeah neither have i haha personally i wouldn't go to the effort of taking it apart as the PSU is one of the cheaper components to replace

what would the computer be used for?

what are the specs of the pc?

and what part of the world are you in (better handle on the cost of things)
