I have the same temps as the stock cooler with my m9i now. With arctic mx4. I dont know whats the issue here

What is your CPU and what are your temperatures under full load?

These are quite OK.

If it helps:

I always use these typical operating ranges for the core temperature (at 22 °C standard ambient temperature): 

 

80 °C  Hot         (100% Load)
75 °C  Warm 
70 °C  Warm     (Heavy Load)
60 °C  Normal
50 °C  Normal   (Medium Load)
40 °C  Normal
30 °C  Cool       (Idle)

The thermal paste that comes with most after market coolers has a very decent quality. So it is normal that you don't really see a difference when you change this thermal paste for Arctic MX-4.

Honestly default paste vs something like MX 4 isn't going to be that dramatic. Your ambient temps are also going to be important. Liquid metal is best, but that requires delidding.

You can use it on the IHS as well, that's what it was ment for and used for to begin with

 

MX 4 is pretty decent, cp15 I haven't even heard of but cryorig pastes are all round ok

You wouldn't see more than 3C difference between quality pastes. So thats not issue, refer my reply in your other thread for actual solutions of this "issue",
