Yep. Install a bootable windows-installer.ISO image onto the USB. My go to for making bootable thumb drives is Rufus but there's many other options.

Try the Media Creation Tool first, which can create a bootable USB: https://www.microsoft.com/en-us/software-download/windows10

 

Otherwise, you can use the same tool to download the ISO and use another tool to make a bootable USB.

Unfortunately your free upgrade ended december 31st 2017. Before you could just use a windows 7 install and get upgraded for free if you used "assistive technologies" which meant nothing. This was a way for microsoft to extend the free upgrade without breaking promises for their first free upgrade period.
