Is this a new build? Upgrade to existing?

That PSU is literal junk. I wouldn't touch it with a 10 foot pole and a fireproof suit on.

I am planning to build a desktop for generally purpose (gaming, video encode / decode, web browsing etc... [for my cousin]) I use AMD FX-8300 with Radeon RX 550 GPU and 16GB RAM. Is these ok for $500 US budget?

This entire build needs a lot of work.

1) I'm assuming very light gaming?

2) Do you have a case already?

Not sure if you have a HDD already to re-use or a case so I added an SSD and Case to the build.

That is a much better build than the fire hazard build from OP.

The PSU is Just Dangerous also Limitinger yourself to such an old Platform isn't a good Idea. In My opinion the RX 550 2gb would be better because the RX 550 doesn't really benifit from 4gb

I would Go with Something similar to this https://pcpartpicker.com/list/CQgDZR
