An old PNY SSD died on me this week which caused me to replace it.

Decided to go with WD Black nvme 256 ssd. Rated read speeds were 2000+ Mbs and write speeds were 700+ Mbs.

Motherboard is a MSI Z97S with an i7 4790k.

Here are my results from Crystal Disk Mark.

Could the slow speeds come from an older bios running that might not support the full speeds?

Not 100% sure about this, but I think your mobo only supports PCIe Gen 2 2gb/s instead of the full speed achievable in PCIe Gen 3 4gb/s

Hmm you may be right, quick look at the https://www.msi.com/Motherboard/Z97S-SLI-Krait-Edition/Specification

shows Gen2 but the overview claims other wise?

Because the overview is referring to CPU lanes. Not lanes from the chipset which is under the M.2 bit.

Definitely only  x2 on m.2.. I have a similar/same board from msi, I researched this thoroughly when looking at m.2 drives a few years back.
