So after I build my new PC I was installing Windows 8.1 OEM from the dvd on it. While it was installing the files I accidently hit the computer and the disk was scratched and the download stopped. The PC restarted and now it says no OS found. What can I do?

Do I have to clear the hard drive?

or

Get a new Windows disk/usb?

Does the disc still work?

If not then I think the only way for you to get the ISO is to download it off Pirate bay, which would also require you to have another PC. 

Also, you would have to reinstall Windows again which in doing that will require you to clear your HDD.

Format the HDD on another pc and restart the process

yah, your right, u can. although then again win formats the drive at the start of the install anyways.

No need to pull your drive out and format it, the windows installation will do that automatically. You just need to worry about getting an installation medium to work so you can install it again. You can download the official ISO from here with you product key and then you can mount the ISO to a (at least 4gb) USB stick with rufus.

From there all you need to do is set boot affinity to your USB stick like you did your DVD drive and you're good to go :) Easy peasy!
