Double Layer Intake?

Stacking fans don't increase air flow or performance but if you have counter rotating fans like these the blades spin in opposite directions which help channel air.

I think a second purpose to stacking fans in a server chassis is redundancy. Fan burns out it doesn't drastically impact the servers ability to remain cool.
