not really you're over spending in some areas and under spending in others, balance it up... use the stock cooler of the ryzen 5 1600 and a b350 board with a better GPU.

You're not going to get any benefit over air cooling besides aesthetics with a system with such low power draw. You're better off investing the money in better components in the first place.
