Battlefield 1 running 100fps+ but there is lots of stutterers and frame lag.

my build:

CPU: i7 5820k @3.8GHz

M/B: rampage V extreme

GPU: gtx 1080 founders

RAM: 16GB

the game is on RAID 0 SDD

CPU - Ryzen 5 2400G

GPU - 1060 6GB Gigabyte G1 Gaming

RAM - 16GB DDR4 3000mhz Team T-Force Delta RGB

MOTHERBOARD - MSI B350 Tomahawk

PSU - EVGA 450BT

CASE - PHANTEKS  P350X

67C and max load 76%

What do you mean by max load 76%? Fan speed, or the card will only hit 76%? Battlefield is a CPU intensive game, though yours should be fine.

the workload on GPU, CPU is similar

try high performance profile for both cpu and gpu. try adaptive vsync from nvidia control panel and set pre render frame to 1.
