Can I measure input in some way!?!!?

The software only knows when it registered the input signal.  It doesn't know when you first tried to SEND the signal.  Without both points of data you can't make a measurement.

When playing Brawlhalla (a fighting game that requires fast reacting and fast input) on my new laptop it feels like I am slower compared to when playing on my old 1080TI with good motherboard pc.  Why is this ?! I still have 60 fps and I am wondering if there is a software that can measure input so that I can compare my pc with another pc ? Like a software that measures when the game recieves the thingy and then compare with another pc.

ltt uses a makeymakey and a high speed camera. i think thats the most accurate you will get

its nothng with the fps I just feel like the keyboard or something isn’t as responsive..
