Giving away/selling Steam codes is against Steam ToS. So you shouldn't be doing either.

 

But idc, I give away my extra codes all the time. Otherwise, they'd just sit there. If you really want to sell them, try eBay?

sorry I know this is an old post but seriously? giving away being against steam ToS while they allow you to buy games as gifts is kind of a ridiculous statement
