You either have to:

  1. Select which HDD to boot from in the BIOS or,
  2. Partition a single drive, and have Windows 7 and 10 installed on different partitions.

There is a boot priority setting in the BIOS.

If you do not specify which HDD to boot from, it will go through the priority list (top to bottom) and boot from whatever is available.

If your Windows 10 HDD is Boot priority #1, then it will just boot straight into Windows 10 automatically.

When you see the BIOS splash screen, there is usually a Boot Menu / Boot select option.

If you install multiple versions of Windows on a single HDD, via partitions, then it will ask you which OS you would like to boot from during every start-up phase.

This so:

Are your Operating Systems installed onto a SINGLE Hard Drive?

You will see that option IF they are installed on a single drive, on separate partitions.

Also bios only have 1 option for hdd when both are plugged in

Hmm...you are on Legacy BIOS...

For Windows 10 32-bit and 64-bit, you will need to do a bit of work to have both show up.

You will also need TWO Windows 10 Product keys...if you want them both to be activated...

As for your Windows 7 and Windows 10 situation, are BOTH HDD's detect in the BIOS?

Like in the picture below, there is a Hiatchi HDD and a Seagate HDD.

When your computer first starts up, there would be a splash screen with "BIOS Setup" , "System Information", "Boot Menu", etc.

If you choose the "Boot Menu" option, you should then see a list of items to boot from:

Not in any screens? That would mean that Win7 HDD isn't working, isn't connected correctly or the port is disabled from BIOS.

When you get it working, you can change order of which HDDs are detected on boot.

Your main issue, however, might be that you are using non-UEFI mobo and Win7 and Win10 use different bootmanager systems. Its hard enough to get them working when same bootmanager system is used, so...
