First PC build looking for recommendations

Hello everybody. I finally have the money to build my first pc. I haven't really picked any parts yet because I can't decide if i should go with a cpu or a gpu.

I don't really play games but I never really had a pc that could do much.  I know I will be playing minecraft and sims. I would like to try other games eventually. Anyway other than that I watch videos and listen to a lot of music. I would also like to be able to take my dvd that I own and rip them so I can put them on a usb drive and watch them on my dvd player that way. Oh and should I go with wins 7 or 10 because there are older stuff I'd like to play.

I will have a budget of $1,000 to work with. So any advice is welcome.

You do realize that for a gaming PC (unless you're using the new Ryzen APUs), you'll need a CPU and GPU?

But GPU prices are basically back to normal in the mid-range, last time I checked...

I'm not sure what game but maybe shooter. I'm in the us. I just mean if I should go with the amd or intel. Amd has the Ryzen.

I can just the the monitor, keyboard and mouse i have now.  Oh and I'll probably want several hdd in even if I use a sdd for booting.

was still $200+ for 1050tis and $300+ for 1060s and 580s when I checked the part picker today

Replace the 1600 with the 2600 when it comes out so wait for Ryzen Refresh.

Pretty sure the ATX Pro4 is like $86 while the mATX Pro 4 is $75, mail in rebates don't count as they aren't reliable.

looks are meaningless, most people don't need all of the ports ATX gives you, and the VRM is the same as far as I can tell.

Can we agree that 11 dollars is not very much? As in, it would not affect the average person's life to spend 11 more on a one time decision?

I mean it's half of a $25 120mm tower cooler upgrade, that would surely be more useful than an ATX board, but no it doesn't matter much aside from getting the absolute most performance per dollar.
