iPad multitask slide over turn off

You can go backward/forward in safari by swiping away from both sides of screen. 

However when multitasking and s enable. The slide over now takes over the forward in safari. You can’t close that app completely. It always remember the last app. Even if u disable multitask and re enable it. It still remembers

 

I want ant to get my forward button back. Why is apple charging so much when they are so slow on fixing stuff?
