Why can't my 1060 OC higher

Does anyone know why my 1060 only overclocks to around 1650 Mhz ish area I turned up voltage and power. some people can get 1750 Mhz I know not all gpus are the same but 1650 Mhz seems low

What PSU are you running. If you don't have a solid one your GPU might not be getting stable enough power to clock higher. Also like @JDE said the silicon lottery is a cruel B. sometimes you win some times you loose, more often than not you just end up in the middle.

what is the max boost clock? it seems to matter a lot less about where you set the base clock, if you are boosting to 2.1ghz or thereabouts that is the max for most pascal cards I believe. Temperature might play a big part in it as well.

I wouldn't expect to be able to get much higher if it is reaching in the 70-80 degrees at that boost during a gaming session. If it can be cooled to stay at around 70C you might be able to mess with the voltage curve in MSI afterburner (with CTRL-F i think) to stabilize it there at least. I think pascal actually starts downclocking based on temp around 60 or something, so keeping it cool is pretty paramount to any OC. Applying any memory OC while trying to OC core could hold you back as well. Sorry I can't help further, you could be stuck at 2ghz as a max clock but maybe you can stabalize it there for extended gaming and wont miss out on much FPS.

My Inno3d Compact x1 1060 6gb runs 1835-1860 out of the box at 75c 

Might be a temp problem
