i5 6600k Stuck at full OC speed

Evening guys! 

 

So I spent today starting from scratch with my i5 6600k.

 

I've managed to get a stable 4.6ghz at 1.360vCore I suspect I could get 4.7/4.8 but that's for another day. 

 

So I stress tested it with Prime95 26.6 version and Aida 64 all is okay. 

 

The one thing I cannot figure out (possible brain ache lol) is stopping the cpu from staying at 4.6ghz all the time.....

 

The settings I've tried changing are as follows:

 

LoadLine Calibration

 

EIST & Intel turbo 

 

C1 state.

 

Specs are:

Windows 10 Home 64 bit

i5 6600k

CM Seidon 120v2 

MSI Z170A Krait Gaming (latest Bios installed)

 

Do any of you glorious people know a solution?

Power options in windows settings. It should be stepping down if you have EIST enabled AND have the power options accordingly.

Yup c states are all enabled

As @paddy-stone mentioned, is windows power plan set to something like balanced?

 

If that doesn't work, I could go poke around in my bios to see if anything might affect it (I have the same board as you)

I've set minimum processor state to 5%

Still always at 4.6, right? Is CPU load pretty low (like under 10%)?

 

Also, have you tried reverting the settings to stock, and see if it still does that then?

 

Don't have access to my pc ATM, but I might be able to poke around in a few hours or so

Yeah clock speed is always showing 4.6 in how monitor but in task manager the cpu usage  is about 2% when at the desktop

 

If i revert back to stock it all goes back to normal and the cpu turbos as it should...

Where are you measuring the frequency? like what app?  some are better than others.. try using HWINFO64 and see what it's measuring then  HWiNFO64 - Free download and software reviews - CNET Download.com

Also keep in mind that depending on how your OC is set up in the BIOS you may have it configured so that it can't clock down. Sometimes overclocking your CPU can mean it will always run at full OC settings depending on BIOS options and how you have it configured. Windows will NOT be able to override this.

I would check bios, C states (I know you have said you've already done this.
Then Power plan. Put it on balanced, put minimum to 0%. Putting it any higher doesn't increase performance. It just lowers how many Wait commands Windows will send.
If that doesn't fix it then I would use power saver just to rule Windows out.

Check to make sure that under OC/CPU features that Intel C-State is set to auto. I know you said you put it on enable but just try putting it on auto (auto should set them to being enabled). Or if it's set to auto, set it to enabled.

 

I honestly can't see much else in the bios ATM that might affect it. If that doesn't do anything, try clearing the CMOS and re-OCing.

 

Speaking of which, how are you OCing? Is all you're changing the CPU multiplier and VCore?

I'm using hwinfo to measure it

Weird... If you monitor voltage, is it mostly constant or does it go up and down a lot?

Just an update. 

 

Cleared the CMOS 3 times and now all works okay I have no idea how clearing the CMOS 3 times helps it work
