Please do not cover your hard drive in plastidip.
Yes, it will reduce the ability for the HDD to dissipate the heat it generates and insulate it, causing it to run hotter.

Another thing to consider is HDDs (with the exception of Helium filled drives) have a small hole in them to allow air in to regulate pressure. If you cover this hole with plastidip it could cause the drive to malfunction.

Honestly hard drives do not heat up that much.

The thin layer of plastidip is thin and doesn't insulate that much.

 

The only problem is if paint goes into the hole while praying it on, that would kill the hard drive.

Also if the hard drive doesn't have good airflow the plastidip will get soft and easily rub off at higher temps.

It depends on the model of drive and on the load. I have seen 160GB Velociraptors get a toasty 64 degrees on a surface test.

I would not risk it by applying plastidip. If I put a 3.5 inch harddrive in plastic box while connected the temperature rises from 30 to 40 degrees, and even if you run them in a PC without airflow they will hit 40.

40 is not that hot, perfectly safe. Plastidip might increase it by a degree or two, no bid deal.

Nobody uses velociraptors anymore, they suck.

If your drive reaches temps that high then that means your PC lacks airflow.
