Lenovo y720, mouse lag, bad fps

Hey everyone !

 

Laptop: Lenovo y720

GPU: GTX 1060 6GB

CPU: i7-7700HQ

RAM: 20GB (16GB + 4GB same speed same DDR4 ram)

Screen: IPS 60hz

Geforce driver: 391.35

Nvidia control panel on the games i'm playing: Have NVIDIA as the selected GPU and can confirm from task manager that it picked it

Temps: MAX 50 degrees C for GPU and CPU, When I turn on ultra cooling it's 40 C

Power mode: High performance

Windows version: Windows 10 latest update

 

Problem:

- Unlocking laptop: Mouse lags for a few seconds

- Opening ANY program: Mouse lags for a few seconds

- League of Legends uses barely 20% of GPU maximum, 50% of CPU maximum sometimes higher and my fps is MAX 120 FPS and dips to 80-90 sometimes

- PUBG: Medium settings: struggles to stay at 60 FPS AND A LOT OF SCREEN TEARING it's insane, u can literally see the tearing happening in slow mo sometimes

- League of legends lowest settings: The same exact fps, they don't even go up

 

What I tried:

- Rolling back to older driver by uninstalling - fresh installing the driver

- Re-installing windows

- Disabling the intel hd graphis 6300 and using the NVidia alone 

- Disabling DVR on windows settings and game mode and everything gaming wise in windows settings

- Not sure if it helps but I ran sfc /scannow and it says no problems

- Changing CPU affinity/priority for the games, same thing

Update:

- The lol launcher is now unusable.. Task manager says it's using the nvidia GPU for it but it says "COPY" instead of "3D" which is weird,

It's just terrible, every time i click on any tab in the launcher it just lags horribly  and scrolling through friend list is terrible

- The mouse lag also is getting worse, whenever I try to right click on the desktop it lags and when it opens there's no highlight behind the letters when i hover

 

Could this be some sort of a motherboard issue?
