does an AMD A6-7400K Dual-Core 3.5 GHz Socket FM2+ Desktop Processor Radeon R5 Series (AD740KYBJABOX) need a heatsink or fan? I don't care if it can't use ALL its power because of a lack of a heatsink/fan as long as it doesn't REQUIRE them

All cpu need heatsink.

For that cpu, just find a cheap cooler around $10 max.
