It depends on how dusty the area you live in is. If you've watched the video that Luke hosted with obstructing airflow, it won't really matter much. The temperatures do go up just marginally but I think it's good to clean it every couple months if you have fan filters. Note though, I live in a fairly clean place and dust doesn't get captured on my fan filters too quickly. 

 

Whatever you do though, just don't use a vacuum cleaner for internal components.

this also highly depends on the fan config you are running. if you have a lot of intake fans on your filtered areas you should clean them out more often, tough once a month is a good rule to hold on to imo.

I clean my personal computer pretty much every time a change the hardware which for me has been pretty often maybe once every 2-3 months. The computers at my work get cleaned once every 5 years or so

I cleaned the stock heatsink on the work computer once because it ran so hot it would just shutdown when doing a render and that was the first time since the computer was assembled like 4 years before, honestly check the dust filter, if you feel it's clogged clean it, how often is really up to you, but FYI that 4 year without dusting computer had NO FILTERS on it at all, thats how long it takes things to build out in a regular environment.
