82C with Hyper 212 EVO | Is the Corsair H60 better?

Overclocked an i5 3570K to 4.3GHz @ around 1.2V (It changes cause I'm in offset mode) Temps are at 82C max with CM Hyper 212 EVO. Considering getting a Corsair H60. How much would my temps be cooler?

you should probably re-sit the cooler, apply new thermal paste, clean it and such to improve its performance because the h60 performs just about the same if not worse depending on case airflow, small AiO water coolers are not worth their premium price tag, frankly speaking only 240mm AiO are somewhat worth considering.

I have reapplied thermal paste a few hours ago. Problem is, every time I mount the hyper 212 evo, after it's done, it wiggles a bit, is that normal? Or is my tightening still loose?

240mm + AIOs are the only ones worth buying, and even then it will depend on your case, airflow and if there are any clearance issues. If not, a NH-D15 or Dark Rock Pro 3 will do you well with some good premium TIM (such as Thermal Grizzly Kryonaut)

It depends you should tight all the way in for sure, but even when you reach its full tightness it might still "move" a little because of the thermal paste, you just shouldn't move it obviously xD also careful not be putting TOO much thermal paste as that can have negative impact.

It should not be hitting 82C on 1.2V. If it wiggles, you're not fastening it properly. Are you tightening the screws a bit at a time, cycling between the screws?

How much thermal paste are you using?

 

Watch a tutorial or something, this is the first one I found;

There is also a screw in the middle. I would think that is to increase the mounting pressure. So if you're securing it correctly (cycling the screws), undo the bracket, tighten that screw a bit and try again.
