Like I said on youtube, call ebay and have them help you back door a feedback rating and they will be able to read your emails back and forth and may help you get your money back

I am sure you don't need help with this, however it may help others in similar situations.  PayPal allows you to file a dispute for Significantly Not As Described for 180 days (6 months) now. 

You just need to file it under PayPal instead of eBay.  Pretty much goes like this:

1) Open Case

2) Once instructed mail items back to address given by PayPal

3) After confirmed delivery PayPal returns your money.

 

You also have the option of doing a credit card chargeback.  That being the main reason PayPal makes it so easy to get your money back to start with.

I don't live in Canada however I find it unlikely they wrote buying of engineering samples of processors in to the criminal code.

 

The original seller could have violated with agreement with the manufacture which could result in some sort of civil action... nothing the buyer would be concerned with.

I have an overclockable quad socket mobo, just no PSU to go with it. Holds any socket FM2+ AMD CPUs. I have all 4 CPUs what go on it too (4 quad core AMD opterons).

Nice that is super cool, I have an overclockable dual xeon board. As far as I know it is the only one besides the one in this video that allows full OCing. There a a few dual 1155 socket boards that can OC but it is limited. I have never heard of a OCable quad socket that is awesome

Ya all I need is a PSU for it (probably gonna need to be modular cuz its a dual power socket instead of 24 pin) and the supply needs to be 750W + for it to even consider starting up (thats when its specs are maxed).

There are a lot of dual cpu power modular psus now but you will have to spend a little bit to get one that has four. Do all four sockets have their own dedicated eps power?

I'm not sure if you finally get it working but this is actually pretty simple now. All you need is a microcode patch with 0x000053. I can provide the modified BIOS if needed. These are customized chips for large companies and data centers and the microcode is not included in retail motherboard BIOS. I have couple of customized CPUs up and running with the modified BIOS, including this one.
