in general the answer is , they are both 1070 ti's and aren't really any different from each other

Just seeing them in stock is lucky enough. Having them at a good price is already worth thanking the stars/sun above.

Out of the two cards you listed, the Strix is a little bit better due to the thicker heatsink. EVGA also has several decent models such as the FTW2.
