Depends on the time scale. GPUs have been doubling in performance for a bit with each generationish where CPUs have been on a +11%ish per generation rise, though have doubled in performance with Ryzen and Covfefe Lake.

You are jumping from the 980Ti to the 1080Ti. What about the 1080 non-Ti?

The statement was correct. Of course, performance boost depends on what you do, including even game. Some games shows higher performance increase than others.

Literally everything about them was the same at launch.

 

Both performed on par with the respective titan

Both cost the same

Both dominated performance until next gen
