GPU Boot loop after overclock unless remove all drivers in safe mode

So I had previously overclocked my evga gtx 770 classified a lot but this time i overclocked it even less just a 110% overclock in afterburner and the pc simply shut down and got stuck in boot loop (Don'r remember when exactly it shut down though, I think it was a few minutes after oc but before playing any games) Luckily I can boot into safe mode where i uninstalled the drivers and afterburner and then the pc launched but when windows automatically installed drivers or I myself install any drivers in safe mode the pc gets stuck in boot loop when launching. The pc turns on and then when the windows logo shows up and it starts loading wiondows 7 it restarts. 

I have read that similar issues are caused by the other components in the pc but I cannot test the gpu in another pc :( please help.

Also forgot to add that I have bought a new gpu ASUS gtx 1060 6gb and the whole pc works fine with it so i dont think chkdsk will help :/
