Because buying a separated SSD for boot and a HDD for storage is a better route for performance and pricing, same reason why Intel Optane also isn't popular.

I don't understand why hybrid drives haven't gotten a lot of popularity. Don't they use SSD technology for reading? (and would't that mean they are much faster?)

lots of prebuilt PCs are using them, but as far as the enthusiast market we understand how to get the best performance for our money and buying a separate HDD and SSD will yield better result for the same or cheaper than a hybrid

SSHDs use their SSD space as a non-accessible cache area. The drive knows what to put there. I use one as a USB 3 external drive.
