Are you trying to get the IP address of you computer or you Internet IP address? The second IP you give is IPv6. As we have exhausted all the IPv4 addresses. Some ISP's like Comcast provide both, but this purely depends on providers and how my IPv4 addresses they have. 

I just want to sit back and watch the world burn.

You're seeing IPv6 when you want to see IPv4. Go into command prompt and type ipconfig. You'll see rows for IPv6 and IPv4.

So you're looking for an IPv4 address but all you see is IPv6? What is this being applied to? Are you looking for your public IP?

i need a ip for saving setting on a etherum miner website i said my ip ends in .144 but in comand prompt ipv4 ends in .23

One's probably a local IP address and one is a global IP address. Depends on what the miner wants, probably your global IP.

So the website uses your public IP to save your website miner settings. Seems kind of sketch, having a user account would make that unnecessary if the website supported it. Regardless you should be able to find your public IPv4 address using any website that offers that service like: https://whatsmyip.com/
