Because the only thing that limits it is your internet connection. Think of it like this. You have 100 mbps up. If you seed it once, it will use the whole thing. If you seed it twice, it will still be throttled by the internet connection, and only use 100 mbps total.

The reason more seeds make downloads go faster is because two seeds use two people's internet connections (hence more bandwidth)

if you seed twice on the same PC, it will make the number go up, but not the speed, since it's still using the same internet connection.

You are still limited by your download speed. Besides, you upload only pieces you already have. If you are missing piece, you need to wait until someone who has it seeds it. Meaning that you could be stuck at 90% if only few people have that missing piece.
